I have actually experienced this. This actual thing in fact. In the form of waiting for 20 minutes behind some stoned shit at a stop sign only to wait another 20 minutes while he jerks his car forward and back only to settle 10 feet from the curb and then sit for another 10 minutes, half in the middle of the road, trying to figure out how to get the vehicle out of reverse.
