Without seeing the car in person it's hard to tell obviously but that year didn't have any major issues. Paint is pristine and mileage is low, so I bet it was gramps' car mainly used for church and bingo.

They had the 5.0 Windsor engine back then, durable and easily tuneable. As for issues, they'll be more related to age than mileage. Rubber suspension bushings, window seals, engine gaskets, etc may have cracked or decayed. Drivetrain parts should be sound, though.

All cars had 85mph speedos back then. The Town Car will easily hit 100+, it was just an NHTSA regulation. The later Grand Marquis isn't any faster. The Panther isn't a racecar, it's more of a grand tourer. It has enough power to easily handle any driving situation, but it's about getting there as comfortably as possible.

I doubt it, the Windsor engine is simpler than the Modular.
