You pretty much just get a few slightly different dialogue options and responses, and far fewer skill points to spend when you level up. I wouldn't recommend it on a first playthrough.

There are things out in the wasteland called bobbleheads and they can increase a certain skill by 10 or they can contribute 1 special point to one of the special attributes. So if you dont want to waste skill points or
special points, then do not max them before finding these.

Really? I was 15 when i first played it and i had never heard of the fallout world. Exploring that world was nothing short of magical. It felt so vast and open, it was amazing.

Thats funny, I always wanted high charisma as well but as i understand it, all that charisma does is increase your barter and speech. It is lies when it says it will give you more favorable options with people.
I feel that the repair skill is important in fallout 3. You can only carry a certain amount to sell to other people but if you have 2 of the same items (weapons/armor) you can use one to repair the other and therefor not have to carry as much. On my first build i sure did underestimated the sneak skill. When you shoot at someone that does not know about your are there, you get a sneak damage bonus against them and often can kill them in 1 shot.

Your SPECIAL thing really depends on who you want to play as. I always play a sniper assassin type character so I choose high perception intelligence and agility but middling strength, charisma, luck and low endurance. And then I tag Small Guns Sneak and Speech.
It really depends on how you like to play. That above would be shit if you want to be a meathead who runs in and punches everyone to death.

Even in New Vegas i felt the same way but you know then i decided to try explosives and let me tell you, its a whole lot more fun. I just love the 25mm grenade APW

It seems you need to play the game in order to understand it better. There is only so much that we can do. What skills you should have depends on what you want to be. Anyway my best advice is to just play the game freely
like its already been said. Trust me you don't want all the information in your hands before you play it, rather get all the information in your hands after you have finished it
