Is it scientifically possible for there to be a planet in the galaxy or known universe to have an ocean consisting entirely of oil?

Well, you'll need to find a planet that had some life on it at one point. Our fossil fuels come from dead stuff trapped underground in rock layers for millions of years. If another planet had something similar, then it would probably just have underground deposits of it like we have here. If the oil came to the surface you might be able to hope for oil lakes or tar pits or something. I doubt you would find oceans of petroleum though.

Do you think many people thought about the possibility of a diamond planet was impossible? Because 55 Cancri e is what made me wonder if a planet could have such geographical features as oil lakes or oceans.

Diamond isn't all that uncommon, even here on our planet. The perceived value is largely due to the purity and control over the supply. See: De Beers
The kind of oil that you are talking about generally requires organic life. The mass and orbital distance of 55 Cancri e make that proposition not so likely. But hey, we don't know everything, so maybe somewhere yeah? There's a universe of possibility out there.

You should probably read about speculation of the possibility of life on Titan, which is thought to have sub-surface oceans of ethane/methane. As far as most people have speculated, life (that is, life like us) would require liquid water. However, some people think self-replicating chemical processes (i.e. life) would be possible in other environments.
