It's a BBS than spun off from the Fucked Company forums (a site which chronicled failed dotcom companies during the bubble). F2 means Fucked Company 2. It's a BBS, so it's one giant board. Of course they have all their own memes and in-jokes. Site mainly is devoted to racial/political trolling.
