the water in my flat goes out for one or two days at a time, and it usually starts in the late morning. It seems to be a summer thing. Is this normal for people around Kunming, or is it just my place?

Yes. I was at the Kunming Falun Gong meeting with Matt Miller and we lost all water pressure for 39, almost 40 minutes.
