The general consensus nowadays is that blaming a rape victim or even suggesting she had a part in it by wearing a particular outfit is not an acceptable thing to do, it's seen as blaming the victim. I say "she" not because there aren't male rape victims, but because the insinuation that the victim's dressing style made her a target is nearly always aimed at a female.
However, while one should not blame the victim there are obviously clothing, and habits that make someone am easier target. A girl wearing a short skirt, or sweat pants is easier to rape than a girl wearing jeans, and a belt for example. Furthermore, walking alone, slouching/appearing less than confident, all definitely make people easier targets.

While anybody, man or woman should take caution while travelling alone at night, we still need to put the blame very squarely on the rapist. Blaming the victim in any way is disgusting and implicitly absolves the rapist of some of the responsibility.
Maybe it sounds like I'm sort of saying that women shouldn't take any caution, but I think the greater evil is in implicitly somewhat justifying the rapist. It's too easy a thing to do.

78% of rape victims know their attacker personally. You're far less likely to be targeted while walking the streets at night. Even if you never go outside, never make yourself an obvious target, somebody you know might still be targeting you. Unless you spend the rest of your life wearing a sealed hazmat suit and never spend time with another person, you are a potential target. Everybody is a potential target, making it ludicrous to put the blame on anybody but the rapist.

Whatever you're wearing can potentially be spun into a defense. If you're dressed in a skirt, then they'll say you're making it too easy and that you "wanted" it. If you're dressed in a chastity belt and a suit of armor, then they'll say the rapist couldn't have done it without your help and that you "wanted" it.

Since some people seem to have difficulty grasping this, I will put it into the plainest English I can manage:
99% of the male population can agree that nobody deserves to be raped for the clothes on their back. HOWEVER, that does not mean that it's okay to take a basic safety recommendation and hijack it into some pseudo-feminist debate about consent and whatever other pet theories you can tack on. It is not a good idea to wear revealing clothes in chaotic settings. It goes equally for a dive bar, rural Somalia, or some zombie-infested county in New England. Basic safety recommendations =/= hating woman and definitely =/= endorsing rape.
As certain subcultures would say, it's not my job to educate you.

You guys still aren't getting it. It has nothing to do with clothing, really.
It's not the clothing that's the problem, but the arrogance behind wearing it and presuming nobody would dare fuck with them.
It's the same reason most rape victims know their attacker. Women know full well these men they're hanging around are pieces of shit who don't respect people and like to fuck with them, but in their arrogance they assume "but he wouldn't do that to me."
