When it comes to products that specifically fit your needs, I honestly have no idea. If you look specifically for products aimed at cyclists, then you might be limiting yourself. LEDs and timer chips are not complex or pricey. You can buy bright, flashing LEDs on the cheap and wire them up to a battery yourself. Rave kids get cheap LED flashers somewhere; they can't be that hard to find. A headlamp probably helps too.

get one of those orange or yellow builders vests and wear it, and wear bright clothes. bike lights have normal and flashing modes so you van alternate

I used to. I rode my bicycle and moped... Fun times. I have a truck now that I drive at night time. It's not fun, but makes more sense to ride.

At Walmart, they sell those really bright orange and yellow safety t-shirts (like road workers wear) for not too much money. I've seen people wearing them on my walks at night, and they really do increase visibility.

I'm not a cyclist, but I have driven at night with cyclists. One of the main pieces of advice I'd give is to respect traffic laws. You probably already know that, but some cyclists seem to not know. Nothing stresses me out more than driving at night and stopping at a crosswalk for a cyclist who then tries to wave me on, or when a cyclist blows past a stop sign when people can barely see them. Staying where people expect you to be by following the laws will hopefully make you less likely to be hit.
