yes. If this person wanted a change of "gender" on their id, than they should have gone through the court system. Doing this sort of thing is just trying to start drama, and pc outrage. Its not like they allow bio men to walk around shirtless in the DMV either

Bet its legal in California. Health laws require restaurants to force shoes n shirts n courts allow judges to enforce some dress code but DMV?
However you're right that that dude needs to go to court for a change of venue as well as gender.
He could probably go to DMV in San Francisco and get the Gender change IF he gets the right window with a Tranny working that window.
