Well, according to the NDAA, which he signed, the US is, in fact, a battlefield.

Also, assault rifles aren't really used for mass murder. Pistols are the weapon of choice for spree killers and mass murderers.

Assault rifles are almost impossible for civilians to buy in the US anyway, since the concept hadn't even been created before the cutoff date for automatics.
