It means the page is redirecting to itself. Chrome escapes the loop and displays that error, if it didn't it would sit redirecting endlessly.

Server problem.

Add 'Redirect 301 / /' to a .htaccess file and you'd get a redirect loop because it's redirecting to itself. It could be temporary but even if the problem is resolved, once you get Chrome's loop error you'll continue to get it until you clear the cache, IIRC.
