IIRC, the only civilian he shot was the police chief's daughter. He killed her so that the chief could live with guilt until he died. The LAPD is disgustingly corrupt and the way they handled this was appalling, like how they shot at a truck of two elderly hispanic ladies because they heard Dorner drives a truck. They burned a freaking house down, in the middle of the woods, to kill him.
