Do a year at a community college and get some core classes out of the way. Do well and transfering into a university is easier than applying as a freshman. If you manage a good GPA that is. Pull a 3.0 and you'll likely be able to transfer wherever you can afford.
Also do 2 years of community college and then you can transfer to a 4 year school you couldn't otherwise afford.

right, you don't go to a CC to major, you go there to do your core. Whatever school you go to you're going to have 60 hours or so of History, English, Math, Government, and other bullshit that you have to take regardless of your "major." So go do the bullshit classes first at a CC and don't pay $15,000 a semester to take classes you can do for $800 at the old CC. you'll save many thousands of dollars and won't miss a thing.

then pick your top schools and find the departments offering those as a major, look in the course guide and it'll show you all 90-120 hours worth of classes you need for each one. some of the course guides even break it up into years and gives you a map of every class you need. you'll see History, Government, sciences, blah blah blah, a bunch off bullshit that has nothing to do with international relations. but you still have to take all your 101 and 102s.
After you have a complete map of what you need, take the appropriate classes where it's cheap. probably if you go down to the CC and register and tell them you plan to transfer to a 4 year school they'll have a program for you with specific classes guaranteed to transfer.
Are you wanting to go out of State? If so you'll probably need to check with the school you want to transfer to and see which classes they'll accept.
