I read the article a bit more, and found that the kid was reported by secret web tracking devices. And yes, I do have urges to murder people, but I do not act on them because I have no justification for it. If someone broke into my house, I'd happily gun him/her down execution style because I can and because I am allowed to.

Obviously these aren't acceptable behaviors. Stalking and flashing (we might as well throw voyeurism in there too while we're at it) are not new problems though. Society has been figuring out how to deal with people with these urges for a long time.
