I used to be part of the libertarian mindset, but I found the party to be rather insane. I find a lot of socialist ideals to be appealing, like a national healthcare system and the support of private-sector unions.

I'd mandate that kids stay out of school until they are seven. Children start school as young as four and are stuck in the system until they are 18. What good does that do for their morality regarding their education? None.

After all of that was accomplished, then I would probably enforce contracts for conception. After unwanted pregnancies were eliminated of course. I'd also teach sex ed with an emphasis on sex acts that do not require penetration.

Not in all states, actually. I was homeschooled for high school (not for jesustard religious reasons, but because I was overweight and the daily bullying almost drove me suicidal) and I didn't have to pass any state tests at all. I did do the SAT (and got very good scores) and went on to college.

The home school curriculum had no sex-ed whatsoever (most of these are marketed to the jesus tards) but I already knew where babies come from anyway.

No, they aren't. I was never raised religious at all. The bullying was just daily mocking me because of my weight (I weighed 280lbs in 8th grade), asking me what my bra size was (I'm a man, so this was mocking my man boobs), etc. On a daily basis, this led to depression, which led to eating more, which gained weight, etc in a vicious cycle.

Opted out from grades 9-12. Being homeschooled was a much, much better education than the public schools. In retrospect, the downside was that even if I came out of it intellectually robust, I was also socially retarded. For those three years, I rarely got out and only interacted with my immediate family and online. It took about 6 years of being out in the real world working and going to college before I could passably socialize in real life. (Things like understanding facial expressions, body language, nonverbal communication were a tremendous challenge.)

Not really that, but $100,000 doesn't really go that far for developing a better condom. I suppose I'd use an alternative: a non-invasive urethral tube that prevents the sperm from exiting the penis by expanding outside the penis. It would have a part that covers the glans to prevent STDs.
