A man who pretends that he is dumb to cover up his intelligence or a man who brags about his intelligence by calling everyone else in the world stupid?

I cannot answer that with the criteria you set. The man who pretends is more humble, and the man who brags is more arrogant, but either could be more intelligent than the other.

I cannot vote either based on the parameters set. Currently many intelligent people have to cover up skills of the past, in order to get the jobs available currently.
