Putting WebOS on their computers does not restrict anything. You can still install any OS you want on it, or just use the Windows partition.
WebOS is open source, anyway.

iOS was originally a smartphone OS, which works well on tablets. Android was originally a smartphone OS, and it is running smoothly on tablets/PCs as well.

Millions and I mean MILLIONS of ARM chips are rolling out for notebooks. Other then the need for an external display for home use, who needs the old tower of a desktop. Other then game players who will always want to be on the cutting edge.
Cept there are game boxes running Linux and Arm instead of Win/Intel
Intel is worried because Win on CPU's burns battery power FAST very fast compared to ARM
Lots may change very soon.
