If you end up fighting more enemies than you can defeat, that's a reflection of poor strategic thinking. A big part of winning a war is to pick your enemies carefully, to keep your friends happy, and to keep everyone else out of it. Hitler failed on all counts. As for Hitler and Stalin: Both knew that their non-aggression pact was temporary, but both needed time to prepare for the next stage. It was a race to break the pact, and Stalin "won". Anyway, the temporary nature of non-aggression pacts is one of the things a good leader needs to be aware of. If Hitler wasn't, that just proves my point.
I don't know if Germany could've won, either. I do, however, know that a good leader never would've started a World War where his county's only ally was Italy...

Per capita is the average rate for the group in question. When you combine several groups, that does not in itself raise the average, it just creates a new average. Say group A has a per capita crime rate of 0.2, group B has 0.5, and group C has 0.4. The three groups are the same size (to make it simple). In that case, group C has a higher crime rate than the other groups combined, with 0.4 to 0.35. In spite of group C having a higher per capita crime rate than "all the others combined", group B is still the most criminal group.

As a group, they're undoubtedly as cantankerous as is possible, and have, by all indications, been so since the days of Moses. However, "peace" as in "absence of war" is definitely possible (though, as illustrated by the mutually deadlocked Israeli-Palestinian conflict, difficult), and "peace" as in "absence of contention" isn't even desirable. Contention is a positive thing, and a trademark of many of the positive contributions to human progress made by Jews, as individuals and as a group.
