Someone was spamming today so I blocked the IP address. Will it effect anyone else in that area besides that IP address?

You run a website? At any rate, no, banning one IP will only affect that one user. They are for all intents and purposes unique.

If that banned person has a dynamic IP, they can reset their router and get a new IP and then they will be unbanned.
