The best approach is to examine why lots of black people commit crime and address the issues that influence them, while trying to improve their lot in life and curb racism.

Though one thing that it does help, is that Native American women can seek outside law enforcement for crimes committed against them, Because as of now, they have very high rates of rape, and murder, but outside courts are not allowed to intervene. Rape is going to be 99+% male, so I'm not even going to look for the statistics on that. So you're about 4x as likely to be killed by a man as a woman. I'd guess robbbery rates would be similar.
