Well, you'd be perfectly within your rights to set up a camera of some kind and film the road to your heart's content, but if everybody was allowed to have their own (presumably official to some degree) CCTV, then the system would become cumbersome and unworkable. Being able to use your own camera in public is a matter of freedom.
Besides, it's not that big a deal. It works well enough as it is.

No, if the cameras caught anything like that, the recordings would, no doubt, be quickly confiscated for "police review" and kept quietly buried and completely inaccessible while a lengthy internal review completely failed to move forward.

No no, some guy here got an ASBO because he got his own CCTV cams pointing at the public roads, which was not allowed. He could only point them to things on his property I think.
I guess it has to do with the possibility that he could theoretically zoom into someone house and invade their private space. But the same goes for the non-static ones we have loads of here. Some even have a cute little wind shield wiper.
