In our rush to be politically correct and be diverse we oft forget that races are different, and have pronounced traits. It is not something to be eschewed rather, it should be celebrated.
For instance the Germans are very proud, often arrogant in their belief in their superiority, thankfully these days they express it in sport and engineering instead of the small moustaches of years gone by. The French are usually dark in appearance, very sensual, romantic, if you listen to the languages of the world' French is the kindest to the ear, in my opinion. The Italians are a romantic culture but can be overbearing particularly with women. It's a product of their confidence but I would hold my girl very close to me when visiting. The Spanish take life with ease, meals can go on for hours, delightfully. Like all of southern Europe the Spanish are a romantic people, family oriented, open in displays of love.
Eastern Europe, their language is sharp and harsh and ,often, so is their approach to life. Hard drinking and hard living acceptance of an outsider is suspect and difficult to achieve. Once accepted and trusted, however, you'll not find a more robust defender or honest friend than a Pole, Russian etc. The British are of so many types, in London alone there are countless dialects. East Enders who sound like the archetypical dodgy car salesman, and are sometimes synonymous with hucksters or con men. Paddington or Kensington, a more refined tongue and manner of life. The Welsh, The Scot's, all very different people.
Most stereotypes are born of truth, they can be embellished or applied cruelly but they originate from observed traits which define a race, behavior or appearance.
There is nothing wrong or odd about gravitating to ones race, there is comfort in familiarity. Americans spend so much time trying to define themselves and litigating every perceived slight they appear to have have forgotten how to enjoy each other's difference.
So yes, of course Race and Nationality have bearing on our make up and thus personality.

It really doesn't have the same function in America as it does in smaller countries. If anything, we resist nationalism in America in favor of classism.
