Gene therapy is already being done in clinical trials everywhere, and one was recently legalized in the EU.
Chances are this won't be as simple as Gattaca where everyone is simply less enhanced or more, but there will be variety, and a large enough genetic difference that there are separate species.

It's not a matter of when the biotechnology will be developed enough, but rather when the majority of society will come to grips with and allow such experimentation.
