I'm not socially awkward, and I'm not a hideous basement-dweller. I suppose I have semi-decent conversational skills. I had friends in high school, and had a lot of fun with them. They liked me. I've been in college for a while, and I have literally zero friends. I have many acquaintances & people I say hey to on my way to class or in the cafeteria, but nobody that I know well enough to hang out with. I always eat lunch alone in my room with my one and only friend, a pet rat.
I must be doing something wrong. It's really getting me down.

Simple solution. Just look at study groups or groups in town and join a few of them. Make yourself known out there.
You can be part of the problem or become the solution to your own problem. Life passes by those that remain behind closed doors.
You said you do not live in a basement. Currently in fact you do. Climb out, look around and join and partake.

I go to college in a completely different state than my hometown. I see them on holidays, though.

Well, if the study group thing doesn't pan out for whatever reasons, you should give hanging out with those acquaintances a shot. Next time you see one of them, ask if they'd like to grab a cup of coffee/lunch (switch that to beer/video games etc etc if you're a guy) on/near campus, and while you're out with them ask for their phone number at some point. A few day later (or whenever, really) text them to see if they want to hang out on weekends, and chances are they will end up introducing you to their group of friends, expanding the amount of people you know and hang out with, leaving you with a few new friends.
