They're just cartoon crocodiles. But both of them are introduced as a peril and both of them almost eat the protagonists before realising that they have a talent for music - something the crocodile shares. The Heaven croc likes to sing and the Fog croc likes to play Jazz, but they both do it ina soulful manner and would do anything to sing/play with the human beings.
