Yeah, and if you own the land it's subject to state and federal laws. Also most indian reservations use the defacto state laws.
Even if yoy were an indian and owned land on your tribes reservation you wouldn't be able to do this. Cite: the prevalence for the arrest of meth dealers and cooks on indian land.
Meth is actually quite the plight for many native american tribes, they often live at or near poverty and are lack many services offered by even moderately sized cities, which is why cooking meth or selling drugs on reservations may go undetected for a long time.
However, trying to call any attention to it at all would invite arrest.

some of the tribes that signed treaties with the US have created their own constitutions over the last 130 years.
also individual tribes had their own treaties each with their own terms and conditions.
native americans were granted sovereignty, but not autonomy from the union.
like any sovereign state of the union, indian reservations are subject to federal law.
if you are an indian and you are on indian land, if you break a federal law, they will come after you.
no doubt.
for example, the use of illegal drugs like mescaline or peyote is allowed on the condition that it be part of a cultural or religious ceremony.
it's not allowed "just because" it's on your land.
data centers hosting pirated materials don't operate off of indian land because it's a federal crime to distribute copyrighted materials.
