EDIT: as suspected, it won't pop up on your WP8 device ever. It's part of the NT kernel (since WP8 and W8 now share the core code)... all in all it was forced to pop-up.

It's real as in "it's in the kernel" but it's fake as in "no normal user will ever get to see this"
Windows8 and Windows phone 8 share the same core code, if you dig deeper in it you'd probably find some "no keyboard plugged in" related errors as well, that doesn't mean they will ever pop up.
