EDIT: Wow, so I started looking into it, and this is really about it. You need to be of age, have acceptable photo ID, and $60 to spend for the license. No waiting period. No blood test. The Clark County Marriage Bureau in downtown Vegas is open 8am-Midnight 365 days a year.

Once you get the license, you just need someone to marry you. If you want a specific venue, then you may have to book it and wait. If you just want a quickie walk-up (or drive-thru!) wedding, then just look on the web or call around ahead of time for chapels that do what you need. There are a fuckton of wedding chapels all over Vegas that are open at all hours. Most do "packages", but you can find some that do quick, no-frills stuff too.
