You act like no one in the history of automobiles has ever thought to stop short and cause a collision. Unfortunately, if they are uninsured you're shit out of luck. You call your own insurance, make a claim, and watch your rates hike as your shit gets fixed on the cheap.
If they actually do have insurance, then they'll laugh at your "offer," call their insurance, and you still get to watch your rates hike even though you "aren't at fault." they don't care, you're just a 16 year old getting into wrecks.
The reason you have insurance is so you don't have to go around handing money to people. All you'll be doing is raising everyones insurance premiums, and you won't make a dime.

And my rates won't go up because I drive cautiously, have a perfect record and live in deer country so braking hard will be seen as a way of avoiding a deer.

unless the car is totaled the police won't come. there wouldn't be a fine or anything. once you file a claim with your insurance company they will attempt to sue the responsible driver. this will likely fail, and the cost ultimately gets passed along to you in the form of a rate hike. but they'll pay a body shop to replace your bumper and rear quarter panels right now.

also, i'll add that if you did claim to see a deer then it's a no-fault collision. it was a wreck resulting from a deer crossing. a no fault collision would mean you take care of your own, so that's a rate hike.

i remember when i was 16 i had this car and the transmission was slipping, and one day i tried to cross a road in front of a bus turning out of traffic. it blocked my view of the road, and another vehicle came barreling past the bus and ran over my front end. it obliterated his front axle. so anyway i went around saying, "yeah, well, i fucked up my car, but at least insurance will fix my transmission."
i didn't know what liability insurance was, at the time.
i also didn't understand that insurance didn't just magically fix everything wrong with the car.
my insurance paid for damages to his truck.
i was left bumperless and still had to rebuild the transmission.
