The first means something evil has definitely happened, and that the person has not repented of it, or is still committing it. The second is so broad it means nothing. Men are reseated on airplanes if they are next to an unaccompanied minor i.e. they are "removed to protect children". This does not indicate any wrongdoing.
This first is obviously worse.

Well with the first, that person is still tolerated in their house of worship. With the second, that person cannot be trusted to even be inside the building.

"Tolerated" is the right word. I am quite welcome inside their building.
