i think essentially. but now there's a few different modes and you can build a few items, like a riot shield or a mobile power supply for doors.

Okay, but I'll have to use spoilers since it's a major plot point.
Basically, the Honey Monster has gotten fed up with govenment attempts to reign in his corporation, so he funds the attacks on America and provides the attackers with all the Sugar Puffs they can eat to raise their power, while at the same time denying Sugar Puffs to American troops to weaken them. In the final level you push him out of a window through a series of quick-time events and press a giant button which restores Sugar Puff distribution to American forces, allowing them to win the war.
