Go into Privacy setting - scroll down to manage blocked persons. Take it from there - fill in their name and block them.

Add him to a group (like favourite friends, just not favourite friends, but create a new list...) and edit the permissions for that list (like, can't tag you in pics, comment on statuses, write on your wall etc)
