Its simple enough. Those who are true believers have one of two options. One branch says God runs it all and only prayer can change your path in life by talking directly to God.

The other branch says - God provides free will, and you still have the option to talk to God, but God may decide to let things be as they are - good or bad.

So some do believe God allows rape to take place because its part of the natural course of events.
