I think he would. Don't forget massive entitlement spending increases (Medicare Part D), no child left behind, created a whole new cabinet department and generally ran roughshod over the constitution.
I'm too lazy to look up the numbers, but I'd be easily willing to bet that Bush expanded the government more than Obama did. The Tea Party somehow forgot that. I also like the way the "severely conservative" Mitt Romney banned all assault weapons in Massachusetts and installed the beta version of Obamacare.
