I don't get it. Just ignore it and eventually people will stop reporting danger.

The IRA for one would (sometimes) warn authorities that a bomb was placed somewhere, because the aim was to damage infrastructure and not kill people. OP is the exact type of person that would be whining if a bomb exploded and authorities ignored the warning.
