You're making it sound like anything but the sale of guns to cartels. Sure, they were going to track the guns but they still sold illegal assault firearms (you know, the kind that law-abiding citizens are not allowed to own) to criminals (law-abiding citizens have to go through background checks and restrictions and all sorts of other hoops to get legal firearms, let alone class-3 full-auto assault rifles made before 1986 since those after 1986 are illegal for citizens).
