In America, if you buy your own water still, then at any moment, the ATF could come knocking at your doorstep and go inside your house to make sure you aren't making liquor with it.

Excellent idea. Buy the still and just make water. Wait for knock at door & show them still and offer water. When they leave, make water with additives. Corn makes a wonderful additive.

Just make sure to heat the mash at 65C for a couple hours to boil away the methanol. Discard the methanol, of course. Then heat the mash to 78.4C, which should yield a high-proof, drinkable alcoholic beverage. If you're using a simple pot still, it'll take a few passes to get rid of the impurities, but a reflux still would yield a very high proof alcohol (180+ proof) on the first pass.
