There could be a multitude of reasons. They don't give a fuck about the law, they want to get hit to claim insurance, they want to get hit by a white person and sue them (which should not work, but I'm sure someone won a case this way because scummy lawyers), they don't understand or care about their own safety. More than likely, the first one and the last one. People are dicks.
