Having only and age, no matter what it is, is oversimplifying it.
What about two 13 year old having sex? Your idea fails to account for children having sex with children.
What about when the male is the younger one? If 15yo female has sex with a 13< yo male, is that rape?
Why don't you consider that people mature physically and emotionally at different rates?
Many places have a low age of consent of anywhere from 12 to 16, but make an exception for when a parent, teacher, or other authority figure is involved. In your case a dad could have sex with his daughter, even though she could be doing it to appease him, out of fear of punishment, out of fear of loosing his favor, because she has been brainwashed by him, etc.
