SOme of the most heavily alcoholic areas of the world tend to have the best schools. Like Northern Europe, for instance. And check out this chart. Liberal Propaganda. There's a grain of truth to it sure, as with all good propaganda. But ignoring scientific truth and expecting blacks to conform to white aspirations is actually doing them a disservice. There ARE genetic factors at work here which are being ignored. Why is we can accept black evolutionary history has made for gifted athletes and musicians, but we cannot accept white evolution has made for gifted mathematicians and builders?
Science is well on it's way to proving aethiopid blacks blacks are the smartest of all blacks. And these tend to come from royally fucked over countries such as Ethiopia and Somalia. Which really makes the case against society being 100% of the problem.

And you're wrong, science has already provided us the Human Genome, which, if you'll notice, is inclusive. The genetic differences between people are miniscule.
If you're right then why is Michael Phelps, a white, the winningest ophmpic athelete and not a superior black athelete?
Again, you're confusing superfiscial climate based characteristics with actual genetic differences. They are merely different expressions of the same genes.
