here's what i'd do OP, see, you'll get the voter registration card in the mail when you do something stupid like get a drivers license or pay taxes.
Throw it away. if you send it in you'll get selected for jury duty, trust me, i've not gone to it a hundred times.
so on the day of the election go and find a polling station, any one will do.
Go in and tell them that you're an unregistered voter and homeless. if you have a birth certificate, or like a social security card or whatever. you need that and like a photo id can help. anyway it's a big pain in the ass for them and they jump through hoops to get you registered or whatever, and then you vote. bam. say you're homeless.

If you voted last year you are still registered UNLESS You moved. You would still be registered, but if you move you need to re-register or you will have to go to the old polling place.

Then either you moved or for some reason you are no longer registered. Simple to register. Just look it up on line.

If you are not sure if you are registered you can check with the California Secretary of State here.
You can pick up voter registration forms by requesting them from the office of the Secretary of State electronically or in writing. You can also find voter registration forms at any DMV office. Compete the form and mail it to the SOS Elections Division preprinted address on the form. Alternately, you can complete a Voter Registration form at your local DMV office, and give your completed voter registration form to a technician. The DMV will mail it to the SOS Elections Division office for updating.
If you have moved, complete a DMV change of address form, and the Secretary of State (SOS) Elections Division will be notified of your address change.
