Why didn't anyone jump down? I don't know how the subway works, are the two tracks positive and negative and he completed the circuit by lying across both? Couldn't someone have hooked him with an umbrella or handbag strap or something and pulled him free?

Pretty sure the third rail is alternating current.
Also pretty sure he was dead after 10 seconds or so. I wouldn't have jumped down there because i don't want to die, and i'd imagine most people on the platform didn't want to die either.
Protip: if someone falls on the third rail your best bet is to call 911 and keep others from doing something stupid (like jumping down to get electrocuted as well.)
