FYI, Australia has 4 time zones, and it's freaking tiny. A unity of states is what makes a country. There are 7 Australian States and Territories. Any set of states or, indeed, any land mass ruled by one government is a nation.
The reason China doesn't use time zones is because the Chinese government rejects it. This is a nation that does pretty much everything wrong.
