So it gives the victims IP addresses, then they get a court order and obtain information which should match the specific individual. Well first off we know that is never accurate, ISPs are highly incompetent at even identifying their own customers from server logs, just look at all the false copyright threats that were made to random people in the UK. You cannot prove an individual posted stuff from this alone, it is not enough for a court unless you admit to it, then there are mitigating factors like if you had an insecure wireless point. Can they prove it wasn't someone on the street? You only have to put doubt in the mind of one person on the jury. This is just retarded. If someone posted something they don't like, delete it or don't look at it. This nonsensical legislation will never work in practice. The UK is a joke.

A guy who worked for my old ISP once told me after 48hrs they were no longer able to match an IP to an individual. I don't know if it's actually true, but if it is I wonder if it's the same with any other ISPs.

Not necessarily true, ISPs don't spend a lot of time or money organizing logs, there's no profit in it after all. Most British ISPs are so incompetent, my own ISP can't even tell me what speed they are providing me with.

Hit Google & locate a speed test. Logging software is simple...cheep....and contains important info that helps reduce server overhead. The only way ISP's can beef up nodes is with this software. Websites use a similar package. Not rocket science.
