Urethral prolapse is a circular protrusion of the distal urethra through the external meatus. It is a rarely diagnosed condition that occurs most commonly in prepubertal black females and postmenopausal white women. Even less common is strangulated urethral prolapse.

The same source I referred too, mentions male infants. However the net is loaded with references to male dogs with this problem.
Life is full of so many problems & bless them Gods that prolapse is not one I have. We males end up with a plugged end on occasions. I once tried to explain to a GF why, I sit down on the toilet on occasions as to not mess up the rim or more lolo

Did you ask him how long its been that way? I once asked a GF about her Labia. Lots of extra which was ok with me. Wanted to know how long it was that way and she said as long as she could remember (yes a bit of pun there)

Urethral is of course at the very very tip. I assumed you mean at that end some of the innards pops out and is red. Yet from your drawing the skin rim - and from there the cone shaped head and at the end of the head is the Urethral. So?

IF you live in or near a larger city? Clinics are available with doctors at no cost. If you live near a university with a medical school? They will take people as part of the way they train docs. Of course going in with the fear of a STD, will make an appointment much faster to obtain. Also look at a family planning center. Low cost or no cost is available.
Do you live close to a Mexico border? Docs real dirt cheep. Hit the web for info on clinics in your area.
