has several meanings.. two important ones i will say here
first is "applied science" like you say
second is old meaning of phrase which these institutions mean aka referring to the STUDY of technics (also called useful arts).. common meaning changed to first in 1930 or so when meaning of german tecknik was translated and ported over (difference twixt tecknic and technologie IN THOSE LANGUAGES -caps but not in english)
and so in 1930s technology stopped being just study of industrial arts and started becoming industrial arts themselves.. both concepts called technology
two different meanings same word, not many people know this though.. no questioninng
