Its all about the lawn. Chicken or Egg? You have to cut off the source of the infection. When others view the infection of video CP and become turned on to it, they go out and commit the deed.

Catching viewers just means locking them up and then keeping them on the sex offenders registry. That way it helps keep them in check and makes it easy to lock them up again. This keeps the community safer.
