The Ram is only necessary for the install. It really uses much less RAM then that however they say 16 for overhead assuming you are multi-tasking.

it's normally 50 euro but i bought it for 30. that doesn't have anything to do with whether or not that is a lot of disk space.

Yes, it does. It's a $50 game, and with TB hard drives costing about $100, 35GB is about $3.50 worth of storage. You can't complain about $3.50 worth of storage when you spent $30 on the game. That's like spending $50K on a Hummer then complaining about gas prices. Put the $20 you saved towards a new hard drive, as you obviously need one if you have less than 35GB of storage left on your computer.
