It depends. I can spot them out sometimes.

When i hit highschool i looked old enough to walk in some stores and buy a pack. I knew a few kids who worked at a grocery store, so i would give them an extra dollar to sell me a pack.
Then there were the kids who would buy cartons of smokes and sell them in the parking lot after school.
