It's a risk, yes. Pulling out failure rates are 15-28%, but that's not because of sperm in precum. Precum contains no viable sperm. Even condoms have a failure rate of 10-18%. The best method of birth control is the IUD, which is what we're talking about. Until then, it's not much riskier than condoms. You're always taking a risk when you have sex.

So? Some of that can be chalked up to improperly putting one on. I've had very few problems with condoms, and not using one with a stanger is just stupid. It is always better to use one than not, even if it "fails" your odds are way less than if you never use one at all and have many partners.
If you have sex with someone you don't trust, then a condom is the absolute safest thing you can use.
